Foreign investment in UK real estate continues to concentrate in London, reinforcing its role as a global safe haven while regional markets gain traction among international buyers.

As global capital continues to move across jurisdictions, England remains a steady anchor for international real estate investment, with London continuing to draw a disproportionate share of global attention.


The latest market analysis from Jefferies London estimates that foreign-owned homes across England now total £84.2 billion in value. Of that, £43.9 billion sits within London alone, accounting for more than half of the entire market.


That level of concentration is not by chance. It reflects a long-standing preference among international investors.


For decades, London has operated as more than a city. It functions as a financial and legal ecosystem that global capital understands and trusts. Even as tax policies evolve and regulations shift, overseas buyers continue to view prime London real estate as a reliable store of value.

Prime London residences reflect a market defined by legacy, liquidity, and enduring international demand rather than short-term cycles.

 

At the borough level, the hierarchy becomes even clearer. The City of Westminster leads with £6.3 billion in foreign-owned housing stock, followed by Kensington and Chelsea at £5.1 billion. Tower Hamlets, Wandsworth, Hammersmith and Fulham, and Hounslow all remain above the £2 billion mark, with Camden close behind.


Fourteen of the twenty most valuable local authorities for foreign-owned property are located within London.


This is not speculative capital moving quickly in and out of markets. It is deliberate, long-term positioning.


For high-net-worth investors, London offers far more than lifestyle appeal. It provides legal transparency, strong currency liquidity, global connectivity, and deep market depth. Owning property here is often less about short-term returns and more about securing a foothold in one of the world’s most established financial centers.

On the runway at London City Airport (LCY), where mobility defines modern wealth and proximity to global markets increasingly shapes how and where capital is placed.

 

At the same time, the data shows a gradual expansion beyond the capital.


The South East now accounts for £15.1 billion in foreign-owned housing, followed by the North West at £7.3 billion and the East of England at £6.0 billion. Buckinghamshire stands out as the highest-ranking non-London authority at £2.98 billion.


Cities such as Manchester, Salford, and Liverpool are also gaining attention, each placing within the top twenty markets for overseas ownership.


The pattern is familiar. Capital establishes itself in global gateway cities, then begins to move outward in search of value, space, and diversification.


According to Damien Jefferies, London continues to attract international buyers because of its reputation, liquidity, and global standing. Those fundamentals tend to outweigh short-term policy changes.


For globally mobile investors, the strategy is clear.


International real estate is no longer just about appreciation. It is about positioning capital across stable jurisdictions. It is about managing currency exposure and maintaining flexibility in an increasingly complex global environment.


The £84.2 billion figure is more than a data point. It reflects sustained confidence in the UK property market, particularly in London, as a place to preserve wealth.


While regional markets are gaining momentum, London continues to operate in a category of its own.


Capital tends to move toward stability, clarity, and access.


For now, England, led by London, continues to offer all three.
